SGS Publishes Summary of Amendment 1 to ISO 8124 3 2020

SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at a recent amendment to the International Organization for Standardization (ISO) standard ISO 8124-3:2020/Amd.1:2023 for toy safety.

ISO 8124-3:2020/Amd.1:2023 determines the migration of certain elements from toy materials and parts. These are:

  • Antimony (Sb)
  • Arsenic (As)
  • Barium (Ba)
  • Cadmium (Cd)
  • Chromium (Cr)
  • Lead (Pb)
  • Mercury (Hg)
  • Selenium (Se)
  • Boron (B)

Among the changes brought in by the amended standard are a new definition for slime, an expansion in the number of toy categories and a new set of analytical corrections that includes boron.

SGS has issued SafeGuardS 046.23 to help stakeholders gain a better overview of the changes. It includes one table detailing the major changes and a second with the maximum acceptable migration limits for each element divided by toy category.

ISO 8124-3:2020/Amd.1:2023 ‘Safety of Toys – Part 3: Migration of certain elements – Amendment 1: Limits for boron and other elements in slime, and barium in modeling clay’ was issued in March 2023 and should be considered as effective immediately

SafeGuardS Published to Help Suppliers of eBikes Understand Changes to UK Requirements

SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at the latest changes affecting the compliance of electrically power assisted cycles in the United Kingdom (UK).

EN 15194 contains safety requirements for electrically power assisted cycles with a maximum continuous power of 0.25kW. It covers significant hazards, hazardous situations and hazardous events when the e-bikes are used as intended by the manufacturers or during reasonably foreseeable misuse. Bicycles falling under the scope of this standard must also have power output reduction and cut off at 25 km/h if the user stops peddling.

EN 15194:2017 has now been withdrawn from the list of standards demonstrating compliance with the UK’s S.I. 2008/1597 ‘Health and Safety - The Supply of Machinery (Safety) Regulations 2008’. It has been re-designated with restrictions that highlight its limitations in relation to two areas of compliance.

The restrictions are:

  • Restriction 1 - Risks associated with Extreme Temperature, referencing points 1.5.5, 1.5.6 and 1.5.7 of schedule 2, Part 1 (Annex I) of S.I. 2008/1597
  • Restriction 2 - Risks resulting from Vibrations, referencing points 1.5.9 and 3.3.6.1 of schedule 2, Part 1 (Annex I) of S.I. 2008/1597

SGS has now published SafeGuardS 039.23 to help stakeholders understand the reasons behind the withdrawal of EN 15194 from the list of standards showing conformity with S.I. 2008/1597. It details the areas that are not adequately covered in the standard and possible resolutions.

To ensure compliance with the latest UK requirements, stakeholders are advised to review SGS’s original SafeGuardS 039.23.

SGS Upgrade to Softlines Laboratories Gains ZDHC Foundation Approval for Level 1 2 and 3 MRSL V3 Certification

SGS, the world’s leading testing, inspection and certification company, is pleased to announce that the Zero Discharge of Hazardous Chemicals (ZDHC) Foundation has approved six of its laboratories to operate as ZDHC Manufacturing Restricted Substances List (MRSL) certification bodies for conformance to Levels 1, 2 and 3 of MRSL v3.0.

The announcement follows the upgrade of six laboratories in Shanghai, Guangzhou, Taiwan, Chennai, Ho Chi Minh City and Hai Phong. Significantly, it means SGS is now the only ZDHC Foundation recognized company operating in Taiwan, Chennai, Ho Chi Minh City and Hai Phong approved to Levels 1, 2 and 3.

Yvonne Tse, Vice President, Global Softlines, SGS said: “The acceptance of our laboratories in Shanghai, Guangzhou, Taiwan, Chennai, Ho Chi Minh City and Hai Phong for Level 3 conformance assessment and certification is part of a long-term strategy of expansion in our sustainability services capabilities for the fashion industry. This includes the future upgrading of other facilities and the provision of holistic solutions to help businesses to achieve their zero discharge goals.”

The ZDHC Foundation is an industry-led collaboration committed to eliminating hazardous chemicals from textile and footwear supply chains. The first MRSL was published in 2014, with its companion document, MRSL Conformance Guidance, issued in 2017. It provides brands and suppliers with a single, harmonized list of chemical substances that are banned from intentional use during manufacturing and related processes. In November 2022, V3.0 of the MRSL and V2.0 of the MRSL Conformance Guidance were released by the ZDHC Foundation. MRSL V3.1 was published in March 2023.

MRSL V3.0 conformance certification is a simple and effective way for manufacturers and brands to demonstrate their commitment to zero discharge in complex supply chains that often rely on multiple different chemical formulations. It responds to the increasing awareness amongst consumers and regulators of the negative impact the manufacture of textiles and footwear is having on the environment
