SGS Summarizes EU Proposed Restriction on PAH in Clay Targets under REACH

 

SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 084.24 to provide stakeholders with a summary of the European Union’s plan to regulate 18 polycyclic aromatic hydrocarbons (PAH) in clay targets (clay pigeons).

 

The announcement was circulated by the World Trade Organization (WTO) on May 27, 2024. It applies to disc-shaped objects used by sports shooters and small game hunters for (shooting) practice. The draft regulation is planned for adoption in Q4 of 2024 and, if approved, will become effective one year from the date of entry into force.

 

Clay targets are made using binders such as coal tar pitch, high temperature (CTPHT), petroleum pitch or other types of resin. Under Annex XIV of Regulation (EC) No. 1907/2006 (entry 41 to Annex XIV of REACH), CTPHT is listed as a substance of very high concern (SVHC) on the Authorization List. The presence of PAH in the substance makes it carcinogenic, persistent, bio-accumulative and toxic (PBT) and very persistent and very bio-accumulative (vPvB).
