Health Canada Updates Industry Safety Requirements Guide for Toys and Related Products

Health Canada has published and updated version of its industry guide to help manufacturers of children’s toys and related products conform to the requirements under the Toys Regulation (SOR/2011-17).

“Industry Guide to Health Canada's Safety Requirements for Children's Toys and Related Products” was published on August 27, 2020. It contains several updates, including:

  • Corrections to spelling errors and minor editorial changes
  • Contact information adjusted for Office Québécois de la langue française, in the “Toys sold in the province of Quebec” section
  • “Règlement sur les trousses d’expérience scientifiques” corrected in French version
  • “Dolls, plush toys and soft toys” and “Other textile products for children” sections modified to specify the requirements for children’s costumes as follows:
  1. Children’s dress-up costumes, including Halloween costumes, that are composed of textile fibers or other pliable materials are considered to be soft toys
  2. Children’s costumes with a raised fiber surface are considered to be plush toys
  3. Children’s daywear articles with learning or play features may also be considered to be soft toys, plush toys, or both
