SGS Helps PPE Manufacturers Understand EU and UK Conformity Requirements

SGS, the world’s leading testing, inspection and certification company, has published a Consumer Compact article detailing a Q&A on the impact of Regulation (EU) 2016/425 and Brexit on product conformity for personal protection equipment (PPE).

Regulation (EU) 2016/425 – the PPE Regulation – came into force on April 21, 2018, with the aim of ensuring free movement of trade and consumer protection. However, since Brexit happened on January 1, 2021, PPE has been regulated by Regulation 2016/425 in the UK. While this essentially mirrors the EU regulation, there are some differences.

SGS Helps Manufacturers Understand New York States Carpet Recycling Bill

SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at New York state’s recently approved legislation relating to carpet recycling.

S05027-C/A09279A carpet extended responsibility legislation requires all manufacturers of carpets selling their products within the state to engage in an approved industry-wide recycling plan or establish their own carpet collection program, which must also be approved by the state’s Department of Environmental Conservation.

After January 2026, carpet manufacturers will no longer be able to operate in the state unless they have an approved, reliable mechanism for consumers to recycle discarded and unused carpeting. The aim is to reduce landfill and encourage recycling into new carpets and other products.

SGS has published SafeGuardS 040.23 to help stakeholders understand the implications of the new legislation. This includes the way carpet is defined in Bill A09279A, mandatory goals that have been set for recycling and the penalties that noncompliant manufacturers will face. There are also details of the new requirements relating to per- and polyfluoroalkyl substances (PFAS) – ban beginning January 2025.

SGS announces complimentary webinar for importers and exporters involved in trade with Uganda

Uganda’s pre-export verification of conformity (PVoC) program protects consumers from substandard products that may endanger human health and the environment. It ensures products entering the country conform to compulsory standards, technical regulations and/or approved equivalents. Once a product is deemed compliant, it is issued with a Certificate of Conformity (CoC), which enables Customs clearance for the certified consignment. Operators who fail to comply with pre-export verifications procedures risk delays, noncompliance and penalties.

SGS has recently been awarded its fourth consecutive contract to provide PVoC services by the Uganda National Bureau of Standards (UNBS); coming into force on March 1, 2023. Their product conformity assessment (PCA) services help facilitate trade in compliant products and protect Ugandan markets and consumers.

Led by industry expert Hellen Achieng, the complimentary webinar is being held on April 18, 2023, and will cover the SGS PVoC program and related procedures, penalties and the responsibilities of exporters, importers and inspection companies. It will also look at how to submit a CoC request through the Uganda Electronic Single Window.

SGS Publishes SafeGuardS on Uruguayan Proposal to Adopt New Regulation for Food Contact Silicones

SGS, the world’s leading testing, inspection and certification company, is reminding stakeholders that Uruguay intends to approve the Mercosur Technical Regulation for food contact silicone materials, containers, coatings and equipment.

The Uruguay Ministry of Industry, Energy and Mining (MIEM) announced draft Resolution No. 06/22 on March 13, 2023, and will accept comments until May 12, 2023.

Among the important provisions in the draft resolution are general safety provisions, migration limits and a positive list split into five parts:

  • Part I ‘Silicone oils (fluids) and their respective emulsions’
  • Part II ‘Silicone resins’
  • Part III ‘Elastomeric silicones (silicone rubber)’
  • Part IV ‘Additives, fillers and additives for fillers’
  • Part V ‘Monomers’

SGS has published SafeGuardS 038.23 to give stakeholders a clearer understanding of the changes that will come into effect if/when Uruguay adopts the Mercosur Technical Regulation. Stakeholders are advised to review the original SafeGuardS 038.23 to learn more.

NB: Mercosur or the Southern Common Market is a South American trade bloc comprising Argentina, Brazil, Paraguay and Uruguay. Its associate members are Bolivia, Chile, Colombia, Ecuador, Guyana, Peru and Suriname. Venezuela, although a full member, has been on suspension since 1 December 2016.
