New Technical Regulation for Ornaments and Accessories Issued in Saudi Arabia

SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS looking at Saudi Arabia’s recently announced Technical Regulation for Ornaments and Accessories.

 

The new Technical Regulation regulates product safety and marking for ornaments and accessories. Under its provisions, products must conform to defined standards (or their equivalent), including:

  • ASTM F2923:2020 ‘Children’s jewelry’
  • ASTM F2999:2019 ‘Adult jewelry’
  • GSO EN 71-1 ‘Toy safety – Mechanical and physical properties’
  • GSO EN 71-3 ‘Toy safety – Migration of certain elements’
  • ISO 19095-3 ‘Plastics – Evaluation of the adhesion interface performance in plastic-metal assemblies – Part 3; test methods’
  • SASO 1063 ‘Toys – General safety requirements’
  • SASO GSO 1829 ‘Technical requirements for woven fabric garments’
  • SASO ISO 178 ‘Plastics – Determination of flexural properties’
  • SASO ISO 458-1 ‘Determination of stiffness in torsion of flexible materials – Part 1: General method’
  • SASO ISO 527-1 ‘Plastics – Determination of tensile properties – Part 1: General principles’
  • SASO ISO 14368-3 ‘Mineral and sapphire watch-glasses – Part 3: Qualitative criteria and test methods’
  • SASO ISO 23160 ‘Watch cases and accessories – Tests of resistance to wear, scratching and impacts’
  • SASO ISO/IEC Guide 50 ‘Safety aspects – Guidelines for child safety in standards and other specifications’

 

It also sets out requirements for heavy metals in the raw materials used for manufacturing products:

  • Lead: no more than 0.05%
  • Cadmium: no more than 0.01%
  • Nickel (migration):
  1. No more than 0.2 µg/cm²/week for post assemblies which are inserted into pierced ears and other pierced parts of the body (migration percentage for a week of normal use)
  2. No more than 0.5 µg/cm²/week for articles intended to come into direct and prolonged contact with the skin (migration percentage for a week of normal use)

 

Other requirements in the Technical Regulation include:

  • Suppliers (domestic manufacturers or importers) must conduct conformity assessments and obtain a certificate of conformity (CoC) according to the conformity assessment form (Type 1a) in accordance with ISO/IEC 17067 ‘Conformity assessment – Fundamentals of product certification and guidelines for product certification schemes’
  • Technical file must be attached to the product as part of the conformity assessment procedures. This technical file includes the Supplier Declaration of Conformity (DoC, Annex 4) and risk assessment documents

 

The Kingdom of Saudi Arabia (KSA) issued the Technical Regulation on September 23, 2022, and it will come into effect on March 22, 2023.
