Hong Kong held a one-month consultation in December 2021 over its proposal to adopt new safety standards for toys and six categories of children’s product.
Under the territory’s Toys and Children’s Products Safety Ordinance these products are obliged to comply with all applicable requirements in a defined set of safety standards. The Ordinance contains Schedule 1 – toy standards – and Schedule 2 – product standards.
The standards used in the Ordinance are either international standards or those adopted by major economies. Recent revisions to these standards have necessitated the need to update the list of mandated standards.
The new proposed standards are:
- Toys:
- ISO 8124-1:2018 incorporating Amendments 1:2020 and 2:2020
- ISO 8124-4:2014 incorporating Amendments 1:2017 and 2:2019
- ISO 8124-7:2015 incorporating Amendment 1:2020
- BS EN 71-2:2020
- BS EN 71-3:2019+A1:2021
- BS EN 71-4:2020
- BS EN 71-13:2021
- BS EN IEC 62115:2020+A11:2020
- Baby walking frames - BS EN 1273:2020
- Bottle teats - BS EN 14350:2020
- Bunk beds for domestic use - ASTM F1427-21
- Children’s highchairs and multi-purpose highchairs for domestic use - ASTM F404-20
- Children’s paints: BS EN 71-3:2019+A1:2021 and/or AS/NZS ISO 8124.3:2021
- Children’s safety harnesses - BS EN 13210-1:2020
